Organizational Context:

The Barbados Red Cross Society (BRCS) began operations on 17th February 1960 as a branch of the British Red Cross. The National Society was incorporated by an Act of Parliament - (The Barbados Red Cross Society ACT 1969/35) as a Voluntary Aid Society, auxiliary to Public Authorities on 24th July 1969, and is governed by this Charter. In August 1984, the Society was approved as a member of the International Red Cross Movement and became a full member of the International Federation of Red Cross and Red Crescent Societies (IFRC).

The mission of the BRCS is to provide a range of services to vulnerable persons and communities, addressing both immediate and long-term needs including emergency shelter, food and medicine, restoring family contact for disaster victims, disaster preparedness, first aid training and activities, HIV/AIDS prevention.

The Fundamental Principles of the Red Cross network are Humanity, Neutrality, Impartiality, Independence, Voluntary Service, Unity and Universality. The principles provide an ethical, operational, and institutional framework for the work of the Red Cross. They are at the core of the Red Cross’s approach to helping people in need during disasters, health emergencies and long-term programming.

The Opportunity

BRCS is seeking a motivated and detail-oriented Programme Officer to support the planning, implementation, monitoring, and reporting of national and IFRC-supported programmes. This role is ideal for a development or humanitarian professional with strong project coordination and monitoring and evaluation skills who is looking to contribute meaningfully to community-focused work in Barbados.

The Programme Officer will work closely with the Programme Coordinator and Director General and will liaise with IFRC counterparts to ensure timely, high-quality programme delivery in line with IFRC standards and frameworks.

Project Management

·Support the BRCS Director General to ensure the effective planning, implementing, monitoring, reporting and evaluation of BRCS & IFRC supported
Monitor project progress, ensure compliance with IFRC program standards, and prepare reports.
Support the planning, budgeting, and reporting to ensure that they are timely and in accordance with quality standards.
Assist in coordinating logistics and procurement activities for project implementation (Events)
Ensure timely implementation as established in the workplan of the project, including the drafting of the Early Action Protocol (EAP) and its budget development
Identification of gaps and needs to develop an appropriate implementation strategy for the EAP development
Coordinate with the IFRC Caribbean Cluster Delegation (CCD) and the Americas Regional Office (ARO) for timely and accurate implementation. Escalate any issues that could affect the project implementation, including difficulties to operate and any similar developing situations that could hinder the project implementation.
Coordinate with BRCS technical staff to ensure timely implementation of project activities.

Financial Management

Collaborate with the administration and finance departments for effective financial management and compliance.
Track budget implementation based on the workplan through budget planning, periodic project plans, and cash forecasts.
Coordinate with the Finance department to ensure timely reporting in alignment with the program plan

Planning, Monitoring, Evaluation and Reporting

Support the planning of activities, ensuring high-quality implementation plans and engagement from all teams and stakeholders
Maintain effective communication with stakeholders and IFRC to ensure informed planning.
Implement the M&E framework, including data sources, collection methods, and frequency as established in the log frame
Support in data analytics based on data collection.
Develop user-friendly reports aligned to the projects
Support management in the preparation of programmatic information for decision making.

· Support the documentation of best practices and lesson learnt.

Stakeholder Engagement

Assist in planning, designing, and implementing key actions with stakeholders as part of the implementation plan including coordination meetings, roundtables and community visits
Support to manage a reporting timetable and deadlines for the activities and projects and monitor this timetable to ensure all agreed deadlines have been met; manage efficient and effective quality control and delivery of reporting on the project implementation (e.g., monthly updates, pledge-based reports, monthly bulletins/blurb, and other relevant reports)
Ensure all reports are clear, accurate and informative; check that all reporting on the project is compliant with the IFRC’s standards and formats; support to manage the evidence-base of monitoring and evaluation work on the operation, to inform accountability to donors and partners

Other duties and responsibilities

Support needs’ assessments of vulnerable populations
Liaise with other technical counterparts for networking and sharing experiences.
Provide trainings or other means of capacity development for IFRC and National Society staff.
Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Required Qualifications & Experience

Bachelor’s degree in Project Management, Disaster Risk Management, Monitoring & Evaluation, or a related field
At least 4 years’ experience supporting project or programme implementation
Experience working with NGOs, humanitarian organizations, or the Red Cross/Red Crescent Movement is an asset
Experience working in multi-project, multi-stakeholder environments
Strong written and verbal communication skills
Sound analytical, organizational, and time-management skills
Proficiency in Microsoft 365 (Word, Excel, Outlook, SharePoint)
Ability to work independently and collaboratively in a fast-paced environment

Desirable

Certification in Project Management or relevant humanitarian training
Familiarity with Anticipatory Action, Disaster Risk Management, and Early Warning for All (EW4All)
Knowledge of IFRC systems, policies, and reporting standards
