Organisation:

The Caribbean Financial Action Task Force (CFATF) is an Organisation of twenty-five States of the Caribbean Basin, which have agreed to implement common countermeasures to address the problem of money laundering, terrorist financing and proliferation financing. The CFATF Secretariat is hosted by the Government of the Republic of Trinidad & Tobago.

The main objective of the CFATF is to achieve effective implementation of, and compliance with, the Financial Action Task Force (FATF) Recommendations to prevent and control money laundering and to combat the financing of terrorism and proliferation. The CFATF is an FATF Style Regional Body (FSRB) of the FATF, which is the premier inter-governmental organization that sets the standards for preventing money laundering as well as terrorist and proliferation financing. As such, the CFATF therefore plays a critical role in promoting regional compliance with the FATF Recommendations.

The Secretariat has been established as a mechanism to monitor and encourage AML/CFT/CPF progress to ensure full implementation of the Kingston Declaration on Money Laundering (1992) in which Ministers in the region mandated the establishment of the Secretariat to co-ordinate the implementation of the FATF Recommendations by CFATF member countries.

Job Profile:

The successful candidate should provide strategic leadership to modernize CFATF’s ICT environment and transform the Virtual Learning and Collaborative Centre (VLCC) (Moodle) into a data-driven, AI-enhanced learning platform. Oversee ICT policy updates, manage technology adoption, and ensure staff and member states benefit from efficient and secure digital solutions. They should also have the ability to effectively engage with high-level government officials, the private sector and international organizations. Proficiency in the relevant area of expertise is essential.

Knowledge, Experience and Skills

The Information Communications Technology Manager shall have the following professional experience and qualifications:

Bachelor’s degree in Computer Science, IT, Management Information Systems, or related field.
Minimum four (4) years’ experience in similar position.
Experience with Designing and Customizing Microsoft SharePoint, Teams, Power Bi and Co Pilot
Strong Software Design Skills.
Over ten (10) years’ experience in Cloud Development and Implementation.
Proven experience leading digital transformation or e-learning initiatives.
Familiarity with cloud-based platforms (M365), Moodle or other LMS, and AI tools.
Strong project management, communication, and stakeholder engagement skills

Tasks and Responsibilities:

Lead the organization’s multi-year digital transformation plan, aligning technology initiatives with CFATF’s compliance goals.
Oversee server upgrades, cloud migrations, and rollouts of advanced tools (e.g., AI/analytics).
Direct the integration of data analytics (e.g., Power BI) with Moodle for user-specific learning paths.
Develop AI-driven solutions (e.g., Copilot/Virtual Assistants) that enhance content creation, facilitate collaboration, and expedite MEVAL processes.
Establish and update cybersecurity, data governance, and continuity policies.
Conduct regular training sessions to ensure staff adoption and compliance with best practices.
Coordinate with the Network Administrator and Systems Administrator to unify technology efforts.
Advocate a culture of continuous improvement, guiding cross-departmental projects and championing digital adoption.
Provide limited hands-on work in support of the Network Administrator role as required.
Performing such other duties as directed by the Executive Team.

Supervision of Others

The ICT Manager will have supervisory responsibilities for the Network Administrator and System Administrator, and report to the Chief Operating Officer.

Duration and Benefits:

Location of the Post: The post holder will be nominally based at the CFATF Secretariat, Port of Spain, Republic of Trinidad and Tobago.

Contract duration: Three (3) years with the possibility of renewal.

Compensation: Annual Salary – US$53,000 per annum. paid in TT$ equivalent if the successful candidate is a national of Trinidad and Tobago. Other benefits currently offered - Group Health Insurance Benefits.

If the ICT Manager is not a national of Trinidad and Tobago, the person will be exempt from any form of direct taxation on salaries and emoluments paid to them.
